Graduate of the Faculty of Economic Sciences at the University of Warsaw and the Faculty of Electrical Engineering at the Warsaw University of Technology (postgraduate studies). Doctor of economic sciences. For many years associated with the Faculty of Economic Sciences at the University of Warsaw. 

Long-time lecturer at the postgraduate course Money and Banking. Long-term employee of commercial banks, including as Vice President of Polski Bank Inwestycyjny S.A. Since 1994 in government administration - as Undersecretary of State in the Ministry of Ownership Transformations, Undersecretary of State in the Ministry of the State Treasury. From 1997 to 2007 - President of the Energy Regulatory Office. Forfmer Chairman of the Board of the Warsaw Stock Exchange, Chairman of the Supervisory Board of Petrochemia Płock S.A. Between 2007 and 2012 President of the Management Board of Mostostal Zabrze Holding S.A., a company listed on the WSE. In 2013-2021, Advisor to the President of Employers of Poland, and in 2019, Chief Economist of Employers of Poland.

Author and co-author of dozens of articles and several academic books on finance, economic policy, energy regulation and privatisation.
